The two resignations have left May badly exposed and raised questions over whether she will stand firm in her commitment to pursuing a "business-friendly" Brexit, or will be faced with more resignations and calls to quit herself.

"It seems to me we're giving too much away, too easily, and that's a risky strategy at this time", Davis said in a BBC radio interview Monday morning.

"I'd have to deliver this".

Mr Johnson went on; "On Friday, I acknowledged that my side of the argument were too few to prevail and congratulated you on at least reaching a Cabinet decision on the way forward. Others don't have that same responsibility".

Under Conservative Party rules, a confidence vote in a leader can be triggered if 48 lawmakers from May's Conservative Party request one.
