Hurricane Chris has formed in the Atlantic, about 200 miles off the coast of SC.

"Literally nobody on the East Coast will have a direct impact", Osterberg explained, warning that it could still cause high and life-threatening surf along the coast of the Carolinas and New England.

Tropical Storm Chris' maximum sustained wind speeds were at 70 miles per hour, the NHC said, putting it just 4 miles per hour below the minimum required for Category 1 hurricane classification.

The Florida-based weather forecaster said some additional strengthening was forecast for Tuesday night and Wednesday.

Swells from Chris are expected to affect portions of the coasts of North Carolina and the mid-Atlantic states, the hurricane center warned. Still, the storm is expected to be upgraded to a hurricane later Tuesday as it moves into warmer waters.

Many North Carolina beaches were closed to swimming on Monday due to heavy surf and risky rip currents, according to a statement from the governor's office. Tropical storm watches were in effect for Dominica and Guadeloupe.
