Pompeo said there is "complete unity" among NATO members on this decision, and it comes after the Foreign Ministers of NATO released a joint statement that says Russia's development and deployment specifically of the 9M729 missile system "poses significant risks to Euro-Atlantic security" and "is in material breach of its obligations under the INF Treaty", paving the way for USA withdrawal.

The Russian Foreign Ministry said on Tuesday that it "strictly complies with the provisions of the treaty, and the American side is aware of that".

NATO allies led by Germany pressed US Secretary of State Mike Pompeo at a meeting in Brussels to give diplomacy one last chance before Washington pulls out of the 1987 Intermediate-range Nuclear Forces Treaty (INF), fearing a new arms race in Europe.

Russian President Vladimir Putin still wants to have talks with US counterpart Donald Trump but after two failed attempts to meet in less than a month, it's up to Washington to make the first move, according to the Kremlin.

A state department spokesperson said: "The United States announced a suspension of its obligations, effective 60 days after December 4, unless Russian Federation returns to full and verifiable compliance, as a remedy under customary worldwide law for Russia's material breach". The Trump administration accused Russian Federation of non-compliance with the 31-year-old Intermediate-Range Nuclear Forces (INF) treaty following the shots fired at the Ukrainian ships in the Kerch Strait last week.

Foreign ministers from NATO member countries said in a statement Tuesday that they "strongly support the finding of the United States that Russian Federation is in material breach of its obligations" under the 1987 Intermediate-range Nuclear Forces Treaty.

The Secretary of State claimed that the USA was "upholding the rule of law" and was bound by its global commitments.

North Atlantic Treaty Organisation allies have helped modernize Ukraine's armed forces and boosted their presence in the Black Sea over the a year ago, with more ships deployed in the region and more air policing.

Daryl Kimball, executive director of the Arms Control Association, warned that failing to negotiate a solution with Moscow "risks the start of a new missile race in Europe that will undermine European security".

"But right now, they have not adhered to the agreement", he said.

Klimkin welcomed the political support he received in Brussels, but said: "We shouldn't just stay on the level of declarations, however strong declarations are".

"Russia scrupulously abides by the provisions of the treaty, and the US side knows this", she said.

Trump's national security adviser John Bolton had reportedly been pushing to have the US withdraw from this treaty.
