A US-authored resolution condemning the Palestinian terrorist group Hamas won a plurality of votes in the UN General Assembly on Thursday, but a procedural move initiated by its opponents thwarted its passage.
The vote was a personal defeat for Haley in what is likely to be one of her final major actions as the US envoy.
US President Donald Trump has made a decision to name State Department spokeswoman Heather Nauert as the ambassador to the United Nations, a source. Australia, Israel, Liberia, Marshall Islands, and Nauru joined the United States in voting against it.
Haley said that, in an average year, the UN General Assembly votes on a resolution opposing Israel twenty times.
The US defeat at the General Assembly came as the Trump administration prepares to unveil new peace proposals that the Palestinians have already rejected. "Just last Friday there was no decision that resolutions under this same agenda item had to be adopted by a two-thirds vote". She used her time at the General Assembly podium to challenge the Arab states. "Is the hatred toward Israel so strong that you'll defend a terrorist organization?" she asked.
The US-Israel failure at the worldwide forum was a demonstration of all of the Palestinian factions standing together in defense of the legitimate rights of the people of Palestine to resist the Israeli colonial occupation of their land. Isn't it time to let that go?
"You should be ashamed of yourselves, wait until you have to deal with terrorism in your own countries", Israeli Ambassador Danny Danon told the chamber.

After the US draft on Hamas failed to win adoption, the General Assembly overwhelmingly approved the Irish resolution by a vote of 156-6, with 12 abstentions.
Haley, who will step down as UN ambassador at the end of the year, has repeatedly accused the United Nations of having an anti-Israel bias and strongly supports Israel in its latest confrontation with Hamas in Gaza.
Hamas thanked the countries "that stood by our people's resistance and the justice of their cause" and attacked Haley who it said "is known for her extremism and her positions that support the Zionist terrorism in Palestine". The fact that a majority backed it, though insufficient for the resolution to pass, was a "very important achievement for the United States and Israel", he wrote.
At the center of the American proposal, formulated together with Israel, was the condemnation of Hamas rocket fire and its use of civilian infrastructure for military purposes against Israel. "My goal there was to first get quiet and then see if we can have a longer-term arrangement".
