According to the Washington Post's Jeff Stein, Senate Minority Leader Chuck Schumer "has started telling the caucus he will vote against" the motion to proceed on Tuesday "because the government shutdown remains unresolved".

The Combating BDS Act, introduced by Senator Marco Rubio, urges state and local governments to deny contracts to individuals and companies that boycott Israel.

Hours before Trump's brief meeting with Democrats at the White House, his message to a handful of frustrated Republicans anxious about the blowback from the shutdown was to "hang together" until he can get billions in wall funding. "There's an opportunity for every American to see who wants government open, and our responsibility is not to do what the president of the United States tells us to do".

The measure tries to counter the global Boycott, Divestment, Sanctions (BDS) movement against Israel, which has led to increased boycotts of the Jewish state in support of the Palestinians.

The movement's goals are to stop Israel's occupation of the Palestinian territories, grant of full citizenship rights to Palestinians in Israel and ensure Palestinian refugees' right of return to the homes that they or their families were expelled from to make way for the formation of the state of Israel.

Eight Republicans joined a Democratic majority Wednesday night to approve a vote on the Financial Services & General Government spending bill by a tally of 240-188. Rubio, "Really risky to play politics [with] support for Israel". In an interview, she noted that the four components of S.1 - the bill also expands sanctions on Syria's Assad regime and strengthens the U.S. -Jordan alliance - were under consideration in the previous Congress, when Republicans controlled the Senate, the White House and the U.S. House of Representatives.

Republicans will control the Senate 53-47, and 60 votes are required to move the legislation forward.

"They forgot what country they represent", posted Tlaib after GOP leaders stopped legislation that would punish U.S. companies that boycott Israel.

"The Senate will not take up any proposal that does not have a real chance of passing this chamber and getting a presidential signature", he said. He added, "The political stunts are not going to get us anywhere".

She has since said that her comment might have been a "distraction", but she believes in calling for the impeachment.

"I have no idea", Manchin, a Democrat, said.

"A lot of them agree with what I'm doing", he said.
