The note left by Kevin Douglas Limbaugh of Davis, Calif., was released after Davis police identified the 48-year-old as the man who fatally shot Corona during the officer's response to a vehicle collision Thursday night.
The case stemmed from Limbaugh getting arrested in September for assaulting someone at Cache Creek Casino, Yolo County Sheriff's Sgt. Matthew Davis said.
The Yolo County district attorney's office had charged Limbaugh with a felony but later reduced it to a misdemeanor as part of a plea deal in October.
In November, Limbaugh was ordered to turn in a black.223 Bushmaster AR-15 semiautomatic rifle.
In the interview, Lieutenant Doroshov said the note was left face up on Limbaugh's bed and he could not speculate why it had been placed there.
The letter read, "The David Police Department has been hitting me with ultra-sonic waves meant to keep dogs from barking".

The typed letter continues: "I notified the press, internal affairs, and even the Federal Bureau of Investigation about it. I did my best to appease them but they have continued for years, and I can't live this way anymore, signed citizen Kevin Limbaugh".
Doroshov said Limbaugh did not make any formal complaints with the Police Department.
Corona, 22, died within minutes of arriving at the scene of a three-car crash. In July, after graduating from the Sacramento Police Academy, Corona was sworn in as Davis officer.
