Two children were found locked in a dog kennel Tuesday at a north Texas home, according to reports.

However, he told The Dallas Morning News that deputies found the children while responding to a domestic disturbance call near Rhome, about 20 miles (32 kilometers) north of Fort Worth. Two of them were locked in a filthy wire dog cage and the other two were partially clothed, smeared in urine and feces, outside the cage.

Johnson said food was kept just out of reach of the children in a refrigerator that had three straps on it to lock it.

A search of the property turned up four children between the ages of 1 and 5.

One Texas Sherriff said it was the worst case of child abuse they had ever seen.

Andrew Joseph Fabila and Paige Isabow Harkings, both 24, were each charged with four counts of criminal child endangerment.

Initial reports quoted Akin as saying two children were found caged in the barn and two were found in the home. Fabila and Harkings, the mother of the four children, have been jailed without bond after the children were found at their rural home.

Two adults whose children were found in deplorable conditions near Rhome, including two locked in a dog kennel, have been arrested and charged with felonies.

"The four children have been taken to Cook's (Children's Medical Center) in Fort Worth to be examined", Wise County Sheriff Lane Akin said Tuesday in a telephone interview with the Fort Worth Star-Telegram.

Akin didn't describe the state of the children except that they were malnourished. Harkings was additionally charged with aggravated assault. A hospital spokeswoman declined to disclose their conditions.

While speaking with a man at the property who had injuries to his face, deputies reported hearing the voices of children.

The woman is the mother of all four children and the man is father of one of them, Akin told the newspaper.

Jester was not aware there were any children in the home.

The man was also taken to the hospital for treatment for the wounds he had sustained to his face.

Law enforcement and Department of Family and Protective Services staff are still investigating the case, Gonzales said.
